As Senior Policy Fellow, Darcie Harvey is responsible for managing the policy agenda for California Competes and for conducting policy-focused research projects that help advance our higher education and workforce goals.

Prior to joining California Competes, Darcie managed her own education policy consulting business where she performed higher education research and policy analysis. Through this position, she participated in projects for the California Community Colleges Chancellor’s Office, the Association of Independent California Colleges and Universities (AICCU), California Competes, the College Futures Foundation, the Institute for Research on Higher Education at the Graduate School of Education at Penn, and the Southern Regional Education Board. Darcie specializes in research and analysis of state policies to improve college affordability, equity and attainment, improving transfer pathways, and analyzing education finance. Recent projects include authoring the student parent blog series for California Competes, serving as the project coordinator for AICCU’s regional transfer pathways project, and serving as project manager on the development of the Student Centered Funding Formula Dashboard for the California Community College Chancellor’s Office. Previously, Darcie worked on Securing the Public Trust, a report on higher education finance trends in California. In addition to her work on higher education in California, she has also served as a researcher and policy analyst for national and international projects. In 2017, she authored a report for the Southern Regional Education Board on innovative statewide practices to improve college affordability and credential attainment. In 2013, she was part of a team analyzing the higher education system in Kazakhstan. She also served as a policy analyst with the National Center for Public Policy and Higher Education from 2007 to 2011, where she was the project coordinator for Measuring Up 2008 – a national report card on state higher education policy.

Darcie received a Bachelor’s degree in both Political Science and Economics from Humboldt State University and a Master’s degree in International Affairs from the Maxwell School of Citizenship and Public Affairs at Syracuse University.

What motivates you to advance California Competes's mission?

I am committed to advancing educational equity and student success. Being from a family of teachers, I am passionate about creating education systems that work for everyone. A college degree can be one of the most powerful levers to lift people out of poverty, but currently outcomes are unevenly distributed by race and income with devastating consequences. We need to look at education holistically and as a life long journey, not just for recent high school graduates but for adults retraining for jobs of the workforce of tomorrow or pursuing new interests. We need to improve educational attainment and equity in California not just to improve the lives of individuals but to ensure we are creating a workforce that will help California’s economy thrive.
